宋京兆府长安人，字履中，世称潏水先生。神宗元丰二年进士。尝师张载。喜言兵事，于书无所不读，工诗文。累官中大夫、集贤殿修撰。徽宗崇宁中，为熙河转运使，以议边事不合罢。金兵入关中，起知秦州，空城无兵，遂遇害。有《潏水集》。
