大名莘县人，字敏仲。王靖子。登进士第。历太常博士、太府少卿。哲宗绍圣初，迁户部侍郎，详定役法，与尚书蔡京多不合，徙兵部。徽宗时，为刑部尚书，出知成都。入崇宁党籍，谪衡州别驾，安置温州。复朝散郎，卒。
