（?—1093）滁州全椒人，初名琥，字邃明。张洎孙。仁宗嘉祐二年进士。历凤翔法曹，缙云令。神宗熙宁中，王安石引入同编修中书条例，寻授集贤校理，数月间骤迁知谏院、直舍人院，同修起居注。历知蔡州、判司农寺、知河阳。元丰初，入权度支副使，进知制诰、知谏院，判国子监。四年，拜参知政事，次年改中书侍郎。哲宗立，谏官、御史合攻其依附王安石、吕惠卿，构陷冯京、苏轼。罢知郑州，累徙扬州。卒谥简翼。
