西汉初年，著名学者董仲舒受到汉武帝的器重，为了著书立说就辞官回家。汉武帝经常在国家大事难以决断时就派人去听取他的意见。有一次董仲舒说：“当更张而不更张，虽有良工不能善调整也”建议汉武帝实行政治改革。
